The requirements will vary greatly by airport and FBO. If you plan to work at a large airport with scheduled operation you will most likely need to be 18 with a TSA screening. At some smaller FBO's you can be 16 with a drivers license. It helps to know people at your local airport so spend sometime out there getting chummy with the staff and casually ask if they need any help.
